WASHINGTON, D.C. (November 18, 2024) – The McCain Institute at Arizona State University (ASU) welcomes Michael Culhane Harper to the Human Rights & Freedom (HRF) Program Advisory Council.

Our advisory council members play an important role in helping our program advance a human rights agenda grounded in the McCain family’s legacy and values, and Michael’s insights and perspectives will be a valuable addition to the team.”
Harper is an experienced trilingual white-collar lawyer with extensive global experience working on high-profile individual and corporate matters dealing with U.S. laws with extraterritorial reach and is a partner in the Washington, D.C. office of the global law firm K&L Gates. Prior to K&L Gates, Harper served seven years as a federal prosecutor at the Department of Justice, where he spearheaded some of the most significant and complex international bribery and money laundering cases against publicly traded and privately held companies, board members, executives, finance professionals, lawyers, and high-level foreign government officials.
Harper also interned for Senator John McCain in his senate offices in Arizona and Washington, D.C, and worked in the legal department of Senator McCain’s 2008 presidential campaign.
The HRF Program, previously the Combatting Human Trafficking Program, was launched earlier this year. In addition to continuing its efforts to fight human trafficking, the HRF Program works to promote a strong American foreign policy that protects and advances fundamental rights and freedom around the world, especially against efforts by revisionist regimes like China, Russia, and Iran to reshape the global order to undermine individual liberty.
