Catherine Bray has been a member of the U.K. Diplomatic Service since 2005. She is currently posted to the U.K. Mission to the European Union (EU) in Brussels where she leads a team covering foreign and security policy issues across the Americas, Africa, Asia Pacific and working to forge the U.K.’s future security partnership with the EU.
Catherine has anchored her career in international security work. From 2016 – 2018, she was the U.K. counter-terrorism counsellor to the EU and negotiated EU policy and legislation concerning terrorist content online, radicalization and foreign terrorist fighters. At the Foreign and Commonwealth Office in London, Catherine was the counter-terrorism crisis manager for the Middle East and aviation security, and crisis manager for Africa, leading on kidnap resolution of British Nationals held by terrorist groups. Catherine has also worked at the British High Commission in Nairobi, the British Embassy in Guatemala and the British Embassy in Mexico City, where in 2013 she worked on political affairs and led the multi-lateral and international team.
Prior to joining the Diplomatic Service, Catherine worked as a researcher in the Houses of Parliament. She has a B.A. Hons in anthropology and development from the University of Sussex.
